Separate active work from the sealed submission record
Encryption can protect selected local files at rest, but the working team still needs controlled editing, version ownership and a clear point when the bid becomes the retained submission copy. Do not lock the only editable or recoverable version.
Estimators continue revising costs while a compliance lead prepares the signed PDF package. The team maintains a permission-controlled workspace, then creates an encrypted retained copy only after final approval and manifest validation.
Run a verifiable bid workflow
- 01Define the approved workspace and prevent personal downloads or uncontrolled email copies.
- 02Use explicit draft, review and approved states rather than relying on timestamps alone.
- 03Create the final submission package from the approved state.
- 04Store an encrypted retained copy separately from the live workspace and from backup.
- 05Test opening and exporting the retained copy with harmless representative files first.
Leave a record another reviewer can follow
Document the workspace owner, approved version, locker or archive identifier, creation time, manifest hash or equivalent integrity evidence, backup location and recovery owner.
Pause and review when
- The encrypted container is also the only working copy.
- Anyone with the shared password is treated as an authorized approver.
- Temporary exports remain on desktops, downloads folders or removable media.
Protection does not replace procurement authority
Does not replace provider permissions, guaranteed backup, password recovery or enterprise identity management. The solicitation, municipality, contract and approved organizational controls determine the actual process.
Resolve these before acting
Does encryption create version control?
No. Encryption can protect contents at rest; it does not decide which draft is approved or who may authorize submission.
Should the bid be edited inside the retained archive?
Prefer a controlled working copy and a separately identified final retained copy so the record remains understandable.
