Treat the authorized submission channel as part of the bid
A protected file sent to the wrong person, through an unauthorized channel or after the deadline can still fail. The invitation controls destination, method, format and timing; encryption must not interfere with receipt or evaluation.
A bid must reach a municipal portal before a stated local deadline. The contractor’s internal encrypted archive is useful for retention, but the actual submission must follow the portal instructions and be readable by the receiving authority.
Run a verifiable bid workflow
- 01Verify the latest invitation, addenda, recipient, time zone, deadline and authorized transmission method.
- 02Confirm the final package matches file, signature and naming requirements.
- 03Submit early enough to handle portal, upload or connectivity problems.
- 04Capture the permitted receipt or confirmation without exposing confidential content.
- 05Keep the submitted package immutable and record any allowed modification or withdrawal.
Leave a record another reviewer can follow
Record the authorized submitter, destination, method, exact file manifest, submission time, confirmation evidence, and any modification or withdrawal. Federal FAR timing rules are a useful example but do not replace local instructions.
Pause and review when
- The team plans to email an encrypted attachment although only portal submission is authorized.
- A password is delivered through the same uncontrolled channel as the file.
- No evidence shows which version reached the designated office or when.
Protection does not replace procurement authority
Does not replace provider permissions, guaranteed backup, password recovery or enterprise identity management. The solicitation, municipality, contract and approved organizational controls determine the actual process.
Resolve these before acting
Will encryption excuse a late or unreadable submission?
Do not assume so. Bidders are responsible for following the issuing authority’s method and deadline.
Can the receiving office be sent a password later?
Only if the solicitation expressly permits that process. Never invent a submission method.
